On December 13, 2021, Pennsylvania Governor Tom Wolf announced that HMTX Industries, a global manufacturer of building materials, has chosen Pennsylvania as the location for its new luxury vinyl tile manufacturing facility, creating 115 good-paying jobs over the next three years. The company is leasing an existing 313,000 square-foot facility at 160-180 Independence Drive in Pittston, Luzerne County.

The new facility was jointly invested in by Elegant Home Technology Co., Ltd. (hereafter referred to as “Eletile”), a leading manufacturer and exporter of resilient vinyl flooring products in China. Founded in November 1999, Eletile was one of the first vinyl floor manufacturers in China. On August 31st of this year, Eletile officially announced that it intends to jointly invest in the establishment of an overseas holding subsidiary, American Flooring LLC, with HMTX, in order to build a “luxury vinyl baseboard production base” in the United States, responsible for the research and development, production and sales of luxury vinyl tile in the US. The proposed investment in the joint venture is US$30 million, of which 51% is equity in Eletile and 49% in HMTX.
The company received a funding proposal from the Pennsylvania Department of Community and Economic Development (DCED) for a $325,000 Pennsylvania First grant and a $100,000 workforce development grant to help train workers and was encouraged to apply for the department’s Manufacturing Tax Credit (MTC) Program. The company has committed to investing more than $25.2 million in the project and creating 115 jobs over the next three years.
The project was coordinated by the Governor’s Action Team, an experienced group of economic development professionals who report directly to the governor and work with businesses that are considering locating to or expanding in Pennsylvania. The Authorized Representative of Pennsylvania DCED in China, which is operated by Tractus, has been coordinating this project since April 2021. They provided introductions to the state’s investment environment and information about incentive programs, labor costs, taxes and more and assisted with US visa applications for the executives and technicians from Eletile.
